Article I - Officers

Section 1.
The officers shall be a President, a Secretary, and a Financial Record Keeper elected from among the appointed Trustees at the annual meeting of the Board. The duties of the Treasurer shall be shared by the Fremont Village Clerk and the Financial Record Keeper.

Section 2.
The Library Board shall consist of five (5) members. One member shall be a Village Board Trustee appointed by the Village Board President, one member shall be a representative of the public school system (school district administrator or his representative) and the other three members shall be appointed by the Village President and approved by the Village Board on the 2nd Monday of April each year. Not more than one Village Board member shall serve at any one time.

Section 3.
Trustees shall serve a three year term from the annual meeting at which they are appointed until their successors are duly appointed. Vacancies must be filled for unexpired terms in the same manner as regular appointments are made.

Section 4.
Officers shall be elected annually at the May meeting.

Section 5.
The President shall preside at all meetings of the Board, authorize calls for special meetings, appoint all committees, and generally perform all duties associated with that office.

Section 6.
The secretary shall keep a true and accurate record of all meetings of the Board and a copy of these meetings shall be kept on file in the library and the Village Clerks office, a copy should be sent to the OWLS Director and sent to all Board members prior to the next months meeting. Also copies of approved minutes from the proceeding month should be posted in no fewer than three public areas.

Section 7.
The Financial Record Keeper shall keep an accurate record of expenses submitted by the Director. After approval by the board, bills will be submitted by the Director to the Village Clerk for payment. The Financial Record Keeper shall give a report at each Board meeting of all expenditures incurred or anticipated. Any monetary donations, county appropriations or other allocations received will be included in the monthly report, as well as ending budget balances and a summary of the current bank balance.
