The Tri-County Library and Community Center

The Village of Fremont is excited to announce the Tri-County Library and Community Center Construction Project, a bold new step in providing modern, accessible, and engaging spaces for all residents. This new facility will be a hub for learning, social connection, and community programs, addressing critical needs for physical and digital accessibility in Fremont and surrounding areas.

We are thrilled to share that the Village of Fremont has been awarded $4,250,000 through the Wisconsin Department of Administration’s Flexible Facilities Program, funded by the U.S. Treasury’s Capital Projects Fund. This grant is part of $115 million allocated to 35 communities across the state, announced by Governor Tony Evers.

The grant will play a crucial role in building the new Tri-County Library and Community Center, providing valuable resources like a senior center, tech center, teen center, and a safe indoor children’s play space. The facility is designed to benefit over 2,000 residents across Fremont and surrounding areas.

Governor Evers emphasized the library’s commitment to the community, saying, “I’m really glad that we’re able to provide the resources to try and meet their dreams.”

Why This Project?

Addressing a Critical Need

Since its establishment in 1995, the Neuschafer Community Library has been a cornerstone of our community. However, the current building has not expanded with the growing needs of our community. A space needs assessment completed in March 2024 revealed that the existing space is less than 20% of the recommended size for effective service delivery.

With the evolving role of libraries as community hubs, particularly after the pandemic, the demand for versatile spaces and modern services has grown. This project is a response to those needs, providing a 10,000-square-foot facility that will serve our community for decades to come.

What to Expect from the New Facility

  • Flexible Spaces for All Ages: The new library will feature adaptable rooms to accommodate diverse community needs, such as:
    • Senior Center for socializing and activities.
    • Private Telehealth and Study Rooms for confidential consultations and quiet learning.
    • Dedicated Teen Space to provide a safe and engaging environment for young adults.
    • Maker Space in collaboration with the local STEM Academy, encouraging hands-on learning.
    • Safe Indoor Children’s Play Area designed for year-round fun and exploration.
  • Enhanced Technology: Technology upgrades will improve digital access for our rural population, ensuring everyone can stay connected and benefit from online resources.

Our Mission

At the heart of this project is our mission to create an inclusive space that fosters literacy, lifelong learning, and community engagement for individuals of all ages and backgrounds. Serving a community of 2,148 people, our library reaches beyond the Village of Fremont to connect with residents of Waupaca, Winnebago, and Waushara counties.

Our Experience and Vision

We are committed to adapting to community needs. A recent survey conducted in partnership with Wisconsin Library Services (WiLS) identified three key initiatives that guide our strategic plan:
